The History

Where Singapore learned to build a town.

Balestier is named after Joseph Balestier, the first American Consul to Singapore, who ran a 1,000-acre sugarcane plantation here in the 1830s. The area kept its heritage: the Goh Chor Tua Pek Kong Temple of 1847, rows of 1920s Art Deco shophouses, the Sun Yat Sen Nanyang Memorial Hall and the former Shaw Brothers film studio all still stand along its streets.

Toa Payoh tells a different story. "Big swamp" in Hokkien, it was once squatter land of farms and pig pens, until the HDB chose it as its second satellite town — the first the Board planned and built entirely on its own from the mid-1960s. The result, complete with its town park and the much-loved dragon playground, became a model for the heartland towns that followed.

What's Changing

Renewal and heritage, side by side.

District 12 today is a mature, fully formed part of the city rather than a frontier of new towns, and much of its recent change has been about renewal and heritage. The National Heritage Board's Balestier Heritage Trail has drawn fresh attention to the area's shophouses, temples and wartime history, while Toa Payoh has been steadily upgraded, its HDB Hub serving as the civic and retail centre of the town.

New private condominiums have risen along Balestier Road and around Toa Payoh, drawn by the district's central location and value. With the North-South Line at Toa Payoh and Braddell and the city just minutes south, the district keeps its appeal as an accessible, well-served and characterful place close to the heart of Singapore.
