The History
From quiet kampongs to the nation's gateway.
For most of its history, Changi and Loyang lay at the island's quiet eastern edge — kampongs, plantations and, at Changi, a major British military base whose name still marks the area. Loyang took its name from a former kampong and remained largely rural until Singapore's aviation ambitions reshaped everything.
The opening of Changi Airport in 1981 turned this corner of the island into the nation's gateway, and the surrounding land into a belt of aerospace, logistics and airport-support industry. Even so, much of the district stayed low-density: Changi Village kept its laid-back, seaside-town feel, and the landed enclaves around Jalan Mariam and Loyang grew slowly, giving District 17 a quieter, more spacious character than almost anywhere else in Singapore.
What's Changing

The district's defining recent addition is Jewel Changi Airport, opened in 2019 — a nature-themed retail and lifestyle complex crowned by the 40-metre Rain Vortex, the world's tallest indoor waterfall, set within a lush indoor Forest Valley. Jewel turned the airport into a destination in its own right and lifted the whole eastern edge.
Looking ahead, the massive Changi East development and the future Terminal 5 will expand the airport and its surrounding economy, while the Cross Island Line's first phase brings new stations including Loyang and Pasir Ris East, finally adding rail to a long-underserved area. The part of Loyang nearer Pasir Ris is set to grow as a residential area, even as the airport side deepens as an aviation and industrial hub.
