The History

From kampong to new town, in one generation.

This northeastern district carries names that map its past. Hougang, "back of the river" in Hokkien, was a Teochew and Hokkien farming village known to this day for its strong community spirit. Sengkang — "prosperous harbour," once Kangkar or "foot of the port" — grew up around a fishing port on Sungei Serangoon, ringed by vegetable and pig farms.

Punggol, until the 1970s, was a quiet expanse of rubber, poultry and pig farming at the island's edge. From the late 1990s, the HDB built Sengkang and Punggol from scratch as two of the newest towns in Singapore, while Serangoon Gardens kept its character as an established landed enclave famous for its food. Few districts have travelled so far, so fast, from kampong to new town.

What's Changing

A waterfront town and a digital district.

Punggol is the district's showcase. Conceived as the "Waterfront Town of the 21st Century," it is built around My Waterway@Punggol, a man-made waterway lined with parks, promenades and homes. The headline project is the Punggol Digital District, a car-lite smart precinct that brings together a business park, the new campus of the Singapore Institute of Technology and community spaces — designed to create jobs close to home in Singapore's northeast.

Sengkang and Hougang continue to mature with new housing, malls and amenities, while the upcoming Cross Island Line will add stations and strengthen connections across the region. With young populations and constant building, District 19 is among the most dynamic and family-oriented parts of the island.
